They are quite correct. In the USE (and anywhere using our telco standards)
PRI is based on channelized T1. That gives you 23B+D - ie 23 data channels
and 1 signalling channel. Flat channelized T1 is 24 data channels - but no
ISDN of course.

In the rest of the world PRI is based on E1, which gives you 30B+D. 30
data channels, and one signalling channel that is twice the size of the
data channels. Channelized E1 is 32 data channels.
