The Merit version of RADIUS is available at:

ftp://ftp.merit.edu/radius/releases/radius.2.4.21.tar.{Z,gz}

The Merit version has extended the standard RADIUS model to include
distributed authentication (relaying of requests or proxy to some),
multiple authentication types, adherence to the proposed standard,
and extensibility. We are also going to license some of our other
enhancements to RADIUS and I can provide details, if you so desire...
