It counts the number of ports with a Netork (DialIn) or Network (TwoWay)
at boot time and makes a pool with that many IP numbers. If you need
IPs for all of the ports you have to set the first IP far enough from the
end of the network to give it room. If you don't want that many in the
pool, set the port mode to 'login', or any other mode that doesn't use
dynamic IPs, and reboot.
