Cisco doesn't.

The only drawback I see is that you can't connect these modems to
analog lines ;-)
To be serious: USR allows to put in a NIC (network interface card) in
the TC, which has an RS232 and an analog line interface on it. So you
can disconnect a digital modem from the PRI and connect it to the
NIC. Then you can use this modem port for analog leased lines and
other stuff.
