serial port tunneling config?

I'm working with a client that is using multiple PM2's to tunnel
async serial data from one location to another via specifically
defined telnet port numbers. In effect they are remoting data
from some remote site async serial port (typically 9600 or 1200
baud, low volume) that represents a system console, to some
central location PM2, out that PM's serial port into a central
site management system. It's been working, however each time
a remote PM2 is rebooted (for any reason) the central site
serial port must be reset manually. They've written unix scripts
to reset the ports at specific times; however might there be a better
way of doing this without reseting the ports or without manual
intervention?
