Sounds like you want to proxy requests for the other ISP. You'd want a RADIUS
server that doesn't PROXY. Unfortunately, not many due currently. The only
one I know off the top of my head is Merit RADIUS.

Since we don't do it, you'll have to check with the configs on the server
you decide to use.
