Odd PPP connection behavior

I have had some users complaining for some time that when connecting in
the evenings the connection was quite slow even though they connected at
28.8. They said that if they connected during the day or very late at
night (say after midnight or so) the connection was ok. They complained
of simply checking email taking 10 minutes or so. I had a hard time
believing it but one of my new employees said it always happens to him. I
went to his house last night with my own computer and for 3 hours tried
to get a decent connection. I could log on at 28.8 or 33.6 but had very
little packet exchange between my system and the local modem (my modem).
We tried 3 brands of modems to no avail.
Exactly what my customers had complained about I experienced myself. I
took my box home (5 blocks away) and logged on with no problems.
We checked polarity on this phone line - it was correct. The line seems
pretty clear.
Has anyone experienced this - could this be some PM problem, is the telco
screwed up, I would have not believed it if I hadn't seen it, and I owe
some customers an apology for doubting them.
My comos is 3.3.1c1 We used the Win95 built in dialer....
