An ISDN telco provider question --- Any insite would be appreciated

I have a number of BRI ISDN lines that have been on order from pacific bell
for going on 8 weeks now.
The first due date was Aug 10th, they then pushed it to Sept 20th, now its
15 days overdue and I
still cant seem to get anything done on it. First I was told it was a
problem with the paragain. Then
that the copper that was assigned was loaded even though the computer said
it wasnt, now Im not getting
status at all. The isdn folks just give me the run-around. I thought I
remember that there were some
CaPUC rules about them providing service. Anyone know what I need to start
quoting and to whom
to get these lines finished?
