I've also noticed this. It happens with Netscape's email client not
completing the download of the email, or the acknowledgement. I've only seen
this happen with Netscape. The latest version 3.0 seems to be better
than earlier versions, but still the same problem. The temporary files that
the POP daemon uses to send the email files remain in the /tmp directory.
The solution is to tell users to use Eudora, or Pegasus. I suggest that
if they must use Netscape for email that they also have one of the other
email clients. If they run into the problem of large messages remaining
on the server, then use the other client to fix the problem.
If that doesn't work then have them log into a shell account and delete
the large messages with pine or elm.
The first time I noticed this the /tmp directory had several hundered Meg
of these files from several users testing their email with multi-megabyte
messages.
