I think I have just discovered how to get GTE to respond; I'll know in
another week or so. (It's not a emergency.)

Call the sales line and ask about how and where to get a copy of the
tarrif. You immediately get transfered to a very knowledgeable person
who will at least listen to your problem and seems to understand.

Next find out who the President of your regional GTE operation is. I
found out because he made the mistake of sending out an advertisment
under his own name. Write the regional President a letter outlining your
problems/situation. Fax the letter. It will take about 2 weeks but you
should get a response and then the local tech's will be alot more
cooperative.
