Real Time Networking - pm3

We are a small, local ISP currently faced with the prospect of a major
contract with a large firm. The situation is this - and I am not sure
how to solve it, networking wise, and what equipment is required.

We would need to provide access in four cities, in three states surrounding
Illinois. The customer wishes to do REAL TIME exchange of digital voice,
and is currently considering doing it via ISDN between their offices. Based
on a discussion of a large service contract, I mentioned that it may be
possible for us to provide a better solution to the ISDN (long-distance
bills being quite expensive for ISDN)

Questions are this:
1) We would need to provide ourselves private lines between the POPS.
Who is the best company to get this from? Approximate cost per mile?
2) The ISDN solution they are looking at is 128Kbps. I know that Cisco
has technology to guarantee priority of time-sensitive multimedia
information. What protocols are necessary? Can this be done, to assure
real time transmission of the relevant data smoothly and reliably?
We would probably go with T1 circuits between POPs.
3) Ascend has videoconferncing support in their MAX series. Can this
sort of support be used for this application? Is it necessary?
4) Who is the appropriate hardware vendor for this type of routing/access?
5) I like our Livingston equipment. Can this be done with PM3s?
6) Is ISDN between offices the best solution for the customer after all?
7) Has anyone else done this sort of thing?
8) Is something like ATM necessary?
9) Where can I find more information on this sort of application?

If this is too detailed for the portmaster-users group, please respond
via e-mail. Frankly, this group seems to be the most knowledgeable group
of networkers I have access to, but is there a more appropriate forum
for these questions?
