PM2E ISDN: No user responding

We have a PM2E with 20 asynchronous ports, and 5 BRI interfaces. Most of
the time this works fine, but every few days people can no longer login to
ISDN. The result of show isdn is the following:

Ports S26/S27 did have a problem, but this was fixed by the phone company.

When I attach to an ISDN port, and try to dial the PM2E I get the
following:

Dialing...
S20: Received Call Sent
S20: Received Disconnect No User Responding
S20: Received Call Clear

Call Terminated - No User Responding (18)

NO CARRIER

I would like to know what could cause this problem. It usually is solved
by rebooting the Portmaster.
