Since you can decrypt the password, this is actually possible for
passwords stored in the Radius users files or in RadiusNT's ODBC
database. However, it isn't applicable to Password="UNIX" entries.
RadiusNT has the -I command line parameter to enable case insensitive
username/password comparing.
