The phone company doesn't interpret the bits on the B channel.
Your equipment is sending 64 kbits per second which the phone
company delivers to the far end. It may be an idle pattern but
only the end points know it.

That's why frame relay is so different (and cheaper). The phone
company interprets data on the line, knows when you are idle,
and can reuse the backbone bandwidth somewhere else.
