By yourself you are small potatoes, and can be ignored. Chances are that
you and any other ISP's in your area are a small enough group to be ignored.
Remember, you only pay the base rate on your lines. Each line doesn't
generate extra revenue for the telco.
Your customer base, and your competition's customer base, may add up to
numbers that deserve some attention from Bell. They are the ones making
the calls, they are the customers who pay the telco for timed calls.
Let your customers know what is going on, get signatures from them
stating that they are willing to switch telco's, due to what they view as
unfair practices. Maybe then the telco will pay attention to you...maybe
not.
