You very rarely get a 336 connection unless the 2 modems are connecting
via the same CO or they are on digital lines, like in the case of an
Ascend MAX with a PRI feeding it.

Also, the modems will retrain and adjust their speed down if they notice
lots of errors at the higher speed. You may connect at 33600 but 1/2 hour
later you are really at 21.6.
