PM2 resetting all async ports

I have a PM2 (ER30) that appears to be resetting all the async ports
(drops DTR) after 1 or 2 people are logged in. The DTR dropping is
noticed as being simultaneous on all ports as the rack of 16 modems
attached to S1-S16 all reset simultaneuosly. The rack of modems were
suspected as faulty and were replaced. The problem persisted and now
I strongly suspect the PM2.

This is also accompanied by unexplained reboots.

This box was installed in Jun 1996, has ComOS 3.3.2 on it and
has just started doing this. The only thing that has affected the box
lately was some power fluctuations during a recent blizzard.

Has anyone seen this kind of problem before? Could it be a hardware problem?
Will clearing the config in flash and redefining the config clean this up?
Should the COMOS be upgraded and can the ComOS be upgarded without a
network connection (ie via PC and console port) - should this be an RFE?

I am trying to get a grip on this before I have to drive out to the remote
location where the PM2 is.
