Dynmically Throttling a T-1 with an IRX

We've been trying to work out a scheme to dynamically allocate T-1
bandwidth for our clients. It'd would be nice to throttle back or
increase bandwidth consumption according to time of day or current
network load.

We've considered several ways to do this. One is to play with the
settings on the IRX-114 router the client is connected to (e.g., "set
speed s1 ..."). We've also considered writing some custom applications
to remotely play with the settings on the Adtran T-1 TSU.

Has anyone done this? Is it possible? Any clues are appreciated.
