Serial port DCD remaining high

I have a Portmaster OR-U running ComOS 3.4.2Lc1 that's working just fine
for the ISDN stuff, but I'm having a problem with the serial port.

I configured it for a network dialin (just like on our PM-2's), and
when I show the port, it thinks that it's got carrier, and tries to
go through the login sequence:

----------------------- Current Status - Port S0 ---------------------------
Status: USERNAME
Input: 172 Parity Errors: 0
Output: 580 Framing Errors: 14
Pending: 0 Overrun Errors: 0
Modem Status: DCD+ CTS+

Active Configuration Default Configuration (* = Host
-------------------- --------------------- Can Override)
Port Type: Login/Netwrk Login/Netwrk (Dial In) (Security)
Login Service: PortMaster PortMaster
Baud Rates: 115200 115200,115200,115200
Databits: 8 8
Stopbits: 1 1
Parity: none none
Flow Control: RTS/CTS RTS/CTS
Modem Control: on on
Hosts: default

I've seen this before on the 2e's and a modem reset (or replacement) will
fix it right up. The problem here is that there's no modem on port S0!
The serial port seemed to work OK when I used it as a console port to
configure the unit, but turn off the DIP switch, and it's stuck with DCD+.
The port's been reset, the unit's been power-cycled, all to no effect.

Anyone seen this before? (Livingston folks - this is ticket number 028303
just in case you're inclined to look it up.)

On a semi-related note, the manual for the OR-U seems to indicate that
both a console and a modem cable should come with the unit (OR Hardware
Installation Guide, #950-1211B page B-2, and page C-2 in manual #950-1211C),
but all I have is a console cable.

I've been testing with a genderbender and null-modem adapter, but the
right cable would be nice. Is the manual incorrect, or have I been shorted
a cable?
