Serial port DCD remaining high (fwd)

Plug something into it - a cable with nothing attached even. Sometimes a
charge accumulates on the pins, and it doesn't take much to flip DCD high.
Something plugged into the port can drain the charge. I've seen this before.

I believe the manual is incorrect, AFAIK we ship a console cable and that's
it. But I'll check on it.
