The authlog file is usually created by syslogd(8).
Check your /etc/syslog.conf file for the auth.* entried. If you have none,
it means that auth events aren't loged anywhere, and you will have to add
them.
If you have entries for auth.*, then syslogd(8) logs every auth event in
that file.
(It's nothing specific with RADIUS ... if your radius is using authlog as
used by other programs .. I mean, using syslogd).
