Most RBOCs tariff voice calls cheaper than data calls. So, when you order ISDN BRI lines you can specifically ask for voice tariffing and then just make data calls over the so called voice tariffed ISDN lines (the RBOCs are non the wiser). It is a sneaky way to get cheaper ISDN data service. However, the caveat is on the receiving side of the call. If its to an ISDN PRI integrated chassis, the D channel still thinks its a voice call and signals the integrated chassis accordingly. And if the RAS can't differentiate between a real voice (modem) call and a voice (ISDN) call, you require 2 separate phone numbers (such as the MAX).

The PM3 ** can ** distingush the difference, so only one phone number is required for voice (modem), voice (ISDN data-over-voice) and ISDN calls. ;-)

BTW - Some RBOCs are now offering data only ISDN service with cheaper rates as a counter measure to what I described above.
