Some RBOCs charge a LOT for a DATA ISDN line. However, voice calls usually
fall under a tarriff that reduces the cost. So say you are making a call
with an ISDN phone - that will be a VOICE ISDN call. You end up with robbed
bits so it is a 56K channel. Now, since the cost difference between a
DATA ISDN and a VOICE ISDN line can be dramatic, "Data Over Voice" was
developed. It allows you to place a "voice" call and pay the lower rate,
but use the call for data.

It is a way to avoid paying the RBOCs for a DATA call. Needless to say,
they aren't too happy with this and would love to prevent it. But it isn't
a simple matter. Most have gotten a clue and just lowered the cost of a
data line.
