Because they're still still needed if the PM3 is to take calls from
analog modems via PRI (data over voice). Something still has to get
on the line and talk modemese to the other end.

Yes. That's correct. At this point, the modems are only used to take
modem calls that come in via PRI.

This has been batted around and around for the past few... what,
months?... not only here, but internally and in support correspondence
with a few customers. The problem is that the difference between
channelized T1 dial-in and analog-over-ISDN isn't intuitively obvious;
it's something you have to sit down and think about, maybe even
scribble down some diagrams (that's how I finally got my head around
it, drawing diagrams of "the virtual data pipe" and all that).

It's complicated, and the complication occasionally leads to
misunderstandings. I doubt there's much to be done about
that... sorry.
