Because the digital modem work, ON A PRI. You see, an analog
customer can call the provider on the PRI and connect to an analog modem
card.
There is no limit on who you can call, a ISDN line can call or be
called by either analog (people on POTS lines) or digital subscribers.
If you had a PRI installed, BOTH ISDN and ANALOG callers could
dial the same number. The ISDN calls would be handles by the isdn
support in the PM3 chassie, and the analog callers would go to the
digital modems.
