I've never seen a case where a PM configured for RADIUS didn't send the
packets.

As for why it doesn't look for those, I beleive it is deliberately because
having all the UDP and ICMP traffic show in a trace can be confusing. for
RADIUS I have confidence that the packets will be sent, and I use 'radiusd -x'
to see if they make it.
