ISDN load balancing

I want to use the & in the telephone # section (of the location) and
want multilink on.
I want it to bring up only the number of lines it realy needs (1 or 2).
If the load goes up and one line is in use it want to to bring up a
second line
If two channels are in use and the load is very low I want it to take
down the second channel

with dial type manual it does not bring up a second channel
with dial type on-demand it brings up a second channel but does not take
it down.
any ideas, hints, or tricks
