PM3A-2E: Hanging after "software reboot" from the console

we have a PM3A-2E (Portmaster 3 with 2xPRI - version for Europe).
There is one E1 interface connected to it.

After "reboot" command from the console (telnet) the portmaster seems
to hang. The LEDs are lighting but the portmaster does not answer any
ping requests on the ethernet interface.

First after a hardware reset (off/on switch of the power supply)
it starts to work properly.

How to solve this problem? 
(may we need a new firmware or another board?)

P.S. The first version we have got (S/N: 2D00065) has had the following bug:
     it was not possible to set E1 at all. The PM3 confirmed ALLWAYS setting
     of T1 instead :-). Till now I did not get any answer why?

     What differences are between the europian and us versions of PM3?
