You CANNOT do it this way. By connecting with attach to the modem you
have configured the port as a DEVICE and it is a text connection. So the
PM will *never* issue an IP nor will PPP succeed. You will not be able to
do this by manually making the modems link. You must find a way to make
them talk to each other automatically (some modems have a 'leased line' mode
where they keep the line up all the time).

You would need to configure the port as Network Hardwired to keep the nailed
up connection running. Since you can't have 'dialin' users if the modem is
always going to be up.
