Not true. The PM3 actually creates an internal race condition where we look for HDLC framing, but at the exact same instance, we still start the DSP modem process. If HDLC framing is present, it always beats out the DSP handshake and we connect ISDN. If no HDLC framing is present, the DSP starts up, and we handshake ** without ** any introduced delay.
