disable PM3's "data-over-voice"

Is there anyway to disable the PM3's "data-over-voice" feature?
Basically, so all voice calls go to a modem.

This feature apparently causes a small delay before modem handshaking,
while the PM3 looks for HDLC frames before transfering the call to a
modem. There is no "data-over-voice" in our area, so we don't need this
feature.

Also, apparently, this is why the PM3 takes longer to initiate modem
handshaking than the Ascend MAX 4000.
