Configuration Problem with PM2E/RADIUS

Hello,
We try to configure a PM2E (version 3.3.2), with 10 USR courier and
RADIUS 2.0

We'd like to have 2 types of user:

- users like "max" who can do Telnet to a prompted host
- users libe "bob" who can have PPP connection

So, I wrote a test users file with 2 users: "max" and "bob":

max Password="foobar1",
Expiration = "Dec 24 1996"
Service-Type = Login-User,
Login-Service = Telnet,
Login-IP-Host = 255.255.255.255

bob Password = "foobar2",
Expiration = "Dec 24 1996",
Service-Type = Framed-User,
Framed-Protocol = PPP,
Framed-IP-Address = 255.255.255.254,
Framed-MTU = 1500

But it doesn't work..
"max" cannot have a login session (and start PPP session each time
I tried) - **why?** (no host prompt is sent, etc.)
"bob" have PPP session and seems ok.
