Can't Get Carrier from PM3 to Bell Canada

We are running out of time to get our PM3 talking to Bell Canada. I am
getting on a plane in 2 days and not coming back for 2 weeks, and this box
was supposed to be up and running last week.

We have 2 PRI's coming in from 2 PairGain HRU-412 DSL boxes via RJ-45. We
are using the Livingston provided cables which appear to be exactly what
the PairGains expect.

When plugged in to the PairGain unit, the loss of signal light on the
PairGain goes green, showing that as far as the PairGain is concerned the
link between it and the Portmaster is OK. Bell says the link between it
and the PairGain is OK, which we verified by looping one of the
PairGain's in to the other using a crossover cable.

The problem is that Bell can't bring up a carrier to the Portmaster. As
far as they're concerned, there's nothing plugged in to the PairGains.
We tried putting the crossover between the two Portmaster ports and the
ports are certainly alive.

We've got the right encoding and framing, and we used DMS-100 switchtype
because there's no National ISDN-1 support in the PM3 (which is what Bell
recommends). That shouldn't matter as we can't even get to bring up a D
channel yet.

So, we're stuck. When Livingston opens tomorrow I'll try to get someone
there to help, and maybe get them to talk to PairGain to see if there is
any incompatibility between the units (maybe a switch isn't set right or
something). But they're 3 hours behind us, and as I said we're running
out of time, so I'd appreciate it if anyone who has gotten the PM3 to work
with either Bell Canada or the PairGain units could tell me what they had
to do, or if you have any suggestions I'd really appreciate it.
