ISDN Connection with BRI card

I am having a problem with connecting to a 5 BRI card with the following
devices

- Motorola Bit Surfer Pro
- Livingston ISDN Office Router

I can connect with one B channel to the BRI card with no problem [either
56K or 64K works fine] on either B channel of the circuit *[same plug on
the wall], but I can not connect to two B channels on the same circuit .
What I can do that is strange is connect to B channels from different
circuits, weird. I have some dedicated customers am I would like to have
them use both channels from one circuit. Does anyone have any ideas of why
this is happening?
