I think you are wrong. I get the impression that the telco's are
enlightened enough to have affordable ISDN in very few places.
Residential ISDN here is $95/month, the same as for business. A
residential phone line is about $17/month so I can have a bunch of dialup
analogs for the cost of ISDN. I will do this long before I get ISDN in
my home at the current rates.
