Our position has been that billing policies are FAR better for this than
a technological solution. If they logging in twice - charge more. A lot
of ISPs do this - as has come up hear and on USEnet - and it works. Either
you get more money, or they stop.
We've looked at Merit's and ESVA's solutions and found problems with both.
ESVA's doesn't not scale at all really.
