A hardware manufacturer should not be in the business of telling customers
what their billing policies should be. What has been repeatedly asked for
is quite a reasonable request, and in the era of "unlimited use" ISP's,
even more so. In order for people to do as you suggest requires that they
develop a billing system based on usage, which is in direct conflict with
many ISP's business model, and requires additional expense both in
software and man hours by the ISP in implement such a system. This is not
providing a solution for the customer, it is shifting the workload back on
to the customer.
