We had a customer using an internal Sportster 28.8 or 33.6 I don't
remember which. He was having this exact problem. Couldn't believe it
could be his modem until we installed a cheap no-name we had laying around
and all problems disappeared.

USR sent him a replacement and we told him to keep the cover on his
computer in the future. He didn't have any more problems (until he got a
Bitsurfer Pro).
