It still may not be a problem on your end. If he's using Win95 (4.00.950
or 4.00.950a) he still needs the kernel32 update patch. If he HASN'T
installed it, his system is ALWAYS going to have intermittent Internet
problems. For our users, we recommend at least the following:
4.00.950 Install Service Pack 1 and Kernel32 Update
4.00.950a Install Kernel32 Update
4.00.950b No patches needed.
The main thing is the Kernel32 Update, which fixes (some of) the bugs
associated with Winsock programs. It didn't seem to ALWAYS be an issue,
but occasionally it would cause an internet connection to slow down over a
period of time. In fact, that's pretty much the description of the fix
from Microsoft itself.
At the very least, you may want to eliminate this factor.
