callback AND on-demand on PM3

We're trying to support an ISDN user that wants to use both callback and
on-demand. This effectively gives them a dedicated connection without
tying up the phone line 24/7 (which is not practical given the new
BellSouth metered ISDN rates).
Can it be done? Do I simply set up a callback user and an on-demand
user? Would they conflict in anyway?
