Since you have to set up a location on the PM for a callback user
anyway, this is pretty straightforward - just make the location an
on_demand one while you're at it. They call in, it calls them back.
Traffic comes through for them, it calls them up... I can't think of
any reason why that wouldn't work, but keep in mind that it's ten
minutes to one in the morning. :)
