Hard to say.... seems national average discounting AOL 10:1 .... most
larger isps 14:1 small isps 5:1

Large i would say 50K clients or more
Small under 200

BUT, this depends on your pricing structure... if you offer 'unlimited
access' expect to have to use a lower ratio say 8:1 rather than 10:1...

In general, I would start with a realistic projection of say 100 lines for
1000 clients, but keeping some cash on hand in case you need to change the
ratio....
