Can't telnet to my PM2E

I have a PM2E in a remote location that I can no longer establish a
telnet session with. As far as I can tell, its working perfectly
otherwise, and will respond with ping replies. I have tried cycling the
power on the box. Here's the specific telnet error:

$ telnet mypm2e
Trying xxx.xxx.xxx.x...
telnet: Unable to connect to remote host: Connection refused

Anyone got a thought on this?
