The transmit rate registered above is from the PM3's point of reference,
meaning the PM3 is transmitting 33.6 to the courier. The receive rate on
the PM3 is registering 31.2 from the courier (The couriers transmit rate).
Windows 95 doesn't update the connect message in real time, so I would
guess the PM3 trained up in speed after the initial Windows connect message.
