Connect speeds on PM3

I'm sooo confused..
Running 3.5c6 COMOS
Windoze 95 client shows 31200 connection with USR Courier V*
Portmaster shows:
sh M0
State: ACTIVE
Active Port: S0
Transmit Rate: 33600
Receive Rate: 31200
Connection Type: LAPM/V42BIS
Chars Sent: 4628895
Chars Received: 1272425
Retrains: 0
Renegotiations: 1

The PM transmit is 33600 so shouldn't the client be showing a 33600
connection? The transmit side
of the Courier shows 31200 which jives to my way of thinking.
It's not a biggie, just want to be able to explain why Mr. Customers $69
33.6 modem won't/don't..
