We're running everything over fiber, including PM2's, without any
problems. Dial-up 28.8 connections are similar to copper, they
usually connect at 26.4 or 28.8; and dedicated lines are rock solid.
You might take a look at your channel bank... although I'm not sure
there would be anything you need change. Our fiber is broken down
into T1's by a telco mux, we then feed the individual T1's to channel
banks right next to the telco fiber-mux. Nothing particular in the
setup of them, except the LBO is small!

Does telco supply the channel banks? That would be a big clue!!
