That doesn't make any sense.

We haven't changed anything. They claim the setup string is still the
same. It is USRs problem. And it doesn't surprise me as they have
fucked up the Sportster EVERY SINGLE TIME they have changed it, starting
with the first 14.4K units.

yes - AT&F1s0=1&W according to all USE documentation I have seen and
according to USR.

You can't, and we don't plan to do that. That eats NVRAM. It sets it
on boot and on manual resets.
