If you have a situation where VA = W*1.4, then your power is 45 degrees out
of phase. I doubt this is a normal operating mode for digital electronics.
It might correspond to the power-up draw of a monitor, but I'm not an
electrician. Maybe it has something to do with the wacky waveforms that UPSs
put out. My shallow experience is in analog AC circuit analysis on paper
(took a college class).

My guess is that it was cheap to design a little margin in for transient
reactive loads, and they wanted to use the larger number. Lying-ass marketing
shits should have their dicks nailed to the table.
