No, a DOVBS does not use a modem outright. When a DOVBS call
comes in it is signalled as a voice call, not data, sooo if the PM3 has no
modems *free* it will reject the call. Only after the PM3 accepts the
call can it detect that is is a DOVBS and forget about using the modem.

So, if you have 46 chan and one modemcard , you can do 46 DOVBS
calls, so long as your analog users dont fill the modems up. (If it is am
ISDN only pop this is no problem, no one will ever use all the modems.)
