Correct

You need to have a free modem to accept a DOVBS call but once the call
connects the modem is freed and returned to the pool.

The thinking that if there are no modems in a box then all voice calls
coming in are assumed to be DOVBS. If there are modems in the box then
a voice call can be either Modem or DOVBS and the call needs an DSP to
answer the call but once the call is answered it is determined that a
DSP is not needed and it is returned to the pool.
